How & when to access NDIS?

The National Disability Insurance Scheme will roll out across New South Wales July 2016 and 30 June 2018. When you are able to access the NDIS will depend on what supports, if any, you currently receive and where you live.

This fact sheet explains how and when you will be able to access the NDIS.

 

When will the NDIS be available in my local area?
The NDIS will be rolled out across New South Wales between 1 July 2016 and 30 June 2018.

From 1 July 2016, people living in Hunter New England, Southern New South Wales, Central Coast, Northern Sydney, South Western Sydney, Western Sydney and Nepean Blue Mountains will be able to access the NDIS.

From 1 July 2017, the NDIS will be in place across the rest of the state, and people living in Northern New South Wales, Mid North Coast, Sydney, South Eastern Sydney, Illawarra Shoalhaven, Murrumbidgee, Western New South Wales and Far West New South Wales will be able to access the NDIS.

These locations reflect the current New South Wales disability and Health service districts.

 

Once the NDIS is available in my area, when will I access it?
With so many people coming into the scheme in such a short time it is important that there is a planned approach to how they access the NDIS.

The majority of people currently receiving specialist disability supports will be able to access the NDIS in the first six months of each of the two year rollout periods, using a simplified access process. This includes people who might be living in supported accommodation, accessing a community access service such as a day program or case management service.

People who access specialist disability supports from time-to-time, or for a short amount of time each week will be able to access the NDIS throughout each of the two year rollout periods. People receiving respite services will go through a simplified access process. People receiving community care services will be supported to apply for access to the NDIS.

Supporting people who are in immediate need of assistance, and do not currently have support, is important during the rollout. There is some capacity during the rollout for people who have not previously received supports to access the scheme when it starts in their local area.

 

 

1. Accessing the NDIS for new participants

 

If you have not previously accessed any New South Wales funded disability supports, you will be able to access the National Disability Insurance Scheme from 1 July 2016, depending on which area you live in.
You will have your eligibility for the NDIS determined by the National Disability Insurance Agency.

This fact sheet is for people with disability who have not previously accessed any NSW funded disability supports. It provides information on how and when they can access the NDIS.

How can the NDIS help me?
The NDIS gives you choice and control over the supports you need to live life your way and realise your goals and aspirations. It will also give you choice and control about who you receive that support from. It provides access to supports, information and provides the opportunity for people to get involved in their community.

When will I be able to access the NDIS?
When you can access the NDIS depends on where you live.

From 1 July 2016, participants will be able to access the NDIS if you live in the following districts:

  • Central Coast; Hunter New England; Nepean Blue Mountains; Northern Sydney; South Western Sydney; Southern New South Wales; and Western Sydney

From 1 July 2017, participants will be able to access the NDIS if you live in the following districts:

  • Illawarra Shoalhaven; Mid North Coast; Murrumbidgee; Northern New South Wales; South Eastern Sydney; Sydney; Western New South Wales; and Far West

From 1 July 2018, all eligible people living in New South Wales will be able to access the NDIS.
If you do not currently receive specialist disability supports from the New South Wales Government you will have the opportunity to access the scheme when it starts in your local area, if you are in immediate need of assistance, and do not currently have support.

How can I access the NDIS?
To access the NDIS you will need to meet the NDIS requirements, which are set by the NDIA. This will involve you completing an Access Request when the NDIS is available in your area and submitting it to the NDIA. If you are found eligible for access to the NDIS you will need to arrange to meet with a support planner. The planner will work with you and discuss your goals and aspirations and the supports required to achieve them.

How can I prepare for the NDIS?
There are four easy next steps for people with disability who may be eligible for the NDIS:

  1. Confirm when the NDIS will be available in your local area via the postcode tool.
  2. Confirm if you are eligible via the NDIS Access Checklist Tool.
  3. Visit the My Choice Matters website or speak to a family member or carer for help in working out your goals.
  4. Closer to when the NDIS is rolled out in your local area, contact the NDIA or phone them on 1800 800 110.

 

 

2. Accessing the NDIS for people with disability receiving Community Access or Community Support

You will be able to access the National Disability Insurance Scheme between 1 July 2016 and 30 June 2018 depending on the area where you live.

From 1 July 2018, all eligible people with disability living in New South Wales will be able to access the NDIS.

This fact sheet is intended for people with disability who currently receive support defined as Community Access and Community Support, and provides information on how and when they can access the NDIS.

 What are Community Access and Community Support?
Community Access and Community Support covers a large range of supports that people might access, including:

  • Therapy supports, including occupational therapy, physiotherapy and speech therapy
  • Intervention services, including early childhood intervention and behaviour intervention
  • Day programs may support learning and life skills, education, employment leisure or social interaction.

When will I be able to access the NDIS?

When you are able to access the NDIS depends on where you live.

From 1 July 2016, participants will be able to access the NDIS if you live in the following districts:

  • Central Coast; Hunter New England; Nepean Blue Mountains; Northern Sydney; South Western Sydney; Southern New South Wales; and Western Sydney

From 1 July 2017, participants will be able to access the NDIS if you live in the following districts:

  • Illawarra Shoalhaven; Mid North Coast; Murrumbidgee; Northern New South Wales; South Eastern Sydney; Sydney; Western New South Wales; and Far West

I currently receive Community Access or Community Support only. When will I access the NDIS?
If you receive Community Access or Community Support, you are likely to access the NDIS from July to December in your area.

For example, if you live in the Central Coast area, you will most likely access the NDIS between 1 July 2016 and December 2016.

If you live in the Illawarra Shoalhaven area, you will most likely access the NDIS between 1 July 2017 and December 2017.

I currently receive other supports, including Community Access or Community Support. When will I access the NDIS?
If you receive Accommodation Support, you will access the NDIS in July in your area.

From 1 July 2018, all eligible people with disability living in New South Wales will be able to access the NDIS.

What is the eligibility and planning process like for me?
In most cases, if you currently receive community access or community support, are an Australian citizen or resident or permanent visa holder and under 65 years of age, it is likely that you will be eligible for funding and supports under the NDIS.

Closer to the NDIS rollout date in your area, you will be contacted about your eligibility and the next steps for accessing the NDIS.

Your support planning process will also be simplified. This means that the process for you accessing the NDIS will be easier and faster for you.

3. Accessing the NDIS for people with disability receiving Respite and Community Care

 

You will be able to access the National Disability Insurance Scheme between 1 July 2016 and 30 June 2018 depending on the area where you live.

From 1 July 2018, all eligible people living in New South Wales will be able to access the NDIS.

This fact sheet is for people with disability who currently only receive support defined as Respite or Community Care, and provides information on when and how you will be able to access the NDIS. If you receive other types of support such as accommodation, community access or community support please refer to the fact sheet.

What are Respite and Community Care supports?
Respite and Community Care supports may provide short-term breaks and practical help for people with disability, their families and carers. This may include:

  • Centre-based, home or peer based respite services
  • Domestic assistance with personal care, meal services, home maintenance or home modification
  • Nursing care services.

When will I be able to access the NDIS?
When you are able to access the NDIS depends on where you live.

From 1 July 2016, participants will be able to access the NDIS if you live in the following districts:

  • Central Coast; Hunter New England; Nepean Blue Mountains; Northern Sydney; South Western Sydney; Southern New South Wales; and Western Sydney

From 1 July 2017, participants will be able to access the NDIS if you live in the following districts:

  • Illawarra Shoalhaven; Mid North Coast; Murrumbidgee; Northern New South Wales; South Eastern Sydney; Sydney; Western New South Wales; and Far West

I currently receive Respite or Community Care support only. When will I access the NDIS?
If you receive Respite or Community Care, you will likely access the NDIS from January to June of the rollout year for your area. For example, if you live in the Central Coast area, you will most likely access the NDIS between January and June 2017. If you live in the Illawarra Shoalhaven area, you will most likely access the NDIS between January and June 2018.

I also receive other supports. When will I access the NDIS?
If you receive other types of support such as living in a group home, large residential centre o receive home living support you can access the NDIS from July 2016 or 2017 depending where you live.

If you receive Community Access or Community Support, you will likely access the NDIS from July to December in your area.

Why can’t I access the NDIS as soon as it comes to my district?

To ensure a smooth process we will gradually move people to the NDIS. To help with this process we have grouped the types of support. When you access the NDIS will be based on which group you are part of.

What is the eligibility process like for me?

The National Disability Insurance Agency will determine your individual eligibility for access to the NDIS.
